Dr. Richard Anthony Baker is the first African-American Texas Tech University graduate to obtain a doctorate of jurisprudence, and graduate degrees in Public Administration (M.P.A.), and Higher Education (Ph.D.). Dr. Baker currently serves as Assistant Vice Chancellor and Assistance Vice President of Equal Opportunity Services for the University of Houston System. He oversees and manages the system’s antidiscrimination, antiharassment, and affirmative action initiatives. He creates and implements preventative training for students and faculty and conducts formal investigations of complaints. Dr. Baker’s experience with compliance, preventative training, higher education, and law will add to the skill set of the Board of Directors.
